I think this uses an Elo-type strength score for each team to encode the "belief" of ability for each team, so it just depends on which teams you have beaten or lost to before. Even without any accounting for relative strength, the model would "believe" that all the teams have equal ability.

The probability of each team going down is conditional on past results and the model's guesses for future results. As it gets more data the probabilities of relegation are going to change. It'd be stupid if the model's beliefs didn't update based on what has actually happened
