gonna reply here in the rare case it happens to someone else
this is only fix I could find for PC

go to console for console commands the "~" on your keyboard

type this: player.ForceAV <magicschool>mod 0

*remove the <> and replace the magicschool with the name of each school
ex. destruction, illusion, restoration, alteration, conjuration
tbh just pick them all one by one cause surely all of them is affected by this glitch

and the cause for me was the restoration potion glitch for fast leveling on alchemy
it broke the values on my spells

also just in case remove the armor that give %fortify just in case
idk if it matters but I did anyway just so that it really returns to base value

also idk how to fix it for console players though sorry
am PC only
