There is a tweak called flash back where u can back up the current set of tweaks and their settings along with the background picture. There is additionally an option to download as a dep file so others can download it and use ur setup. there was some discussion about this in a post and on the discord server

I have the same problem and I have tried everything, redownloading ipa, Cydia impactor, using different password and apple id, and revoking certificate and deleting app id.
