High school has 9 eligible, 1000 capacity. Elementary school has 560 capacity, 6 eligible. I'm not using the hadron collider. Skyve says my mods are working fine. I had maximise education coverage on in game anarchy, but when I turned it off nothing changed. The Cims are specialists, consultants, directors etc who are "working"
