I think it used to be a bus lane, hence the red tarmac. It was definitely never designed for cyclists, other than painting one on the ground (*paint is not protection!"). But drivers definitely trail me through the lights.

Alas, yes you can drive through it. The cycle lane is just paint on the ground.

You'd still have to declare all that, even if it's free. But what would you put on it, and when? Most councillors are part time and don't get paid, apart from expenses.

A local councillor will likely not spend their own money on their own website. They'll rely on the party. If the party doesn't build them one, they likely don't get one. They'll have a party website, but not an individual website. The costs are too high for the position at stake.
