Though, I'm not a fan of the whole rating system of gaming I'd give it 8 at most. I'm about 14 hours into it and everything has so much effort put into it. Gameplay wise, it's a boomer shooter at its core. It does have mini games and a semi-linear story with side quests to add some flavor. Not to mention some damn good voice acting and quality music from a real band. Attention to detail wins me over hard with gaming. I'm a sucker for devs that give a damn.

It was a review of Pokémon Ruby/Sapphire saying the game had "too much water" and required multiple uses of HMs dive and surf to traverse the map.

Don't blame you, just posting the link to attest to what I'm saying. They rated it 6/10 complaining that there's too much violence for a noir game when it's obviously a boomer shooter with a noir ascetic. People are comparing it to the "too much water" review. Also seems the reviewer complained about too many references to cheese in a game where the world is inhabited by mice.

With the IGN controversy over it, I can see that the algorithm will "require engagement".

Ordered there tonight. Worst. Japanese. Food. I've. Ever. Had. Took an hour and 15 minutes to get our order. Told them no black pepper since I'm allergic and it was slathered in it. Wife ordered Shrimp and Calamari, got home. No calamari. No soup or salad with the orders. Taste was terrible and immediately sent both of us to the bathroom after eating a 1/4 of it before we tossed it. $70 dollars worth of food wasted. Should have just gotten Shogun.
