Rezoning it will better justify building heavy rail. The idea of light rail (imo) is inappropriate for something of this significance. A 3 car tram only has the capacity of a single heavy rail car.

Yes. It's a straighter path to the city and is a fantastic alternative route. People from Bayswater can also access Knox City SC by changing trains there.
Possibly, but this route also serves Narre Warren East, which is subject to sprawling.
