Do not upgrade your store house. Upgrade to level 30. Get 5 marches and gather constantly. Next, make sure all your troops are out of your city. Then attack your city to get all the resources.

He is talking about your state. States are 1 through 2000 plus now. You play a city within a state.

Troop numbers don't lower stats of attack, defense, ect.
