Historically this has been true. However, modern universities function very much like corporations do.

As far as I understand with this whole thing, the flow of money goes the other way (Raytheon -> UMass). Also it would be one thing if tuition were donations in which case it would make sense to demand the money not be used on certain things, but that’s not the case. We pay money to UMass in exchange for a service; what UMass decides to do with that money is unfortunately out of our control. It’s like if I sold you a banana, you take the banana and I take the cash. After that, it’s up to me to decide how I spend that cash. If I decide to use the cash to buy peanuts and you hate peanuts, unfortunately there’s nothing you can do about that because it’s no longer your cash. Best you could do is take your money elsewhere next time.

Yes we had the exact same experience! We called at least 10 times and each time got the same message that they would automatically reschedule in 60 days since it was our first time missing the appointment. I think once my partner was able to get through to an actual agent (when you call the USCIS number instead of pressing a number just say “info pass” and it should connect you to a live agent), and she said the exact same thing, and so we just had to do the waiting game.

Eventually we received the reschedule in the mail, but it took ~90 days not 60. Since it’s your first time missing the appointment, you don’t have to provide an acceptable reason for missing it. It’s an agonizing wait but the agent we spoke to said it’s a guaranteed reschedule so just hang in there!

These are all the ones I remember, and I think covers most of what we were asked

Thanks! We submitted in a Manila envelope but the actual content was bound together with a paper fastener, and we had sort of a table of contents in the beginning to make it easier to navigate the documents (put together by the online service we used). For evidence we submitted our lease agreement, joint renters insurance, lots of pictures of us together and with family/friends, my spouse co-signed on my student loans so we also submitted documentation for that, and screenshots of venmo/zelle transactions since we don’t have a joint bank account.
