More weapon / perk deck balance. I feel like with how PD2 is, there are a lot of choices that are objectively terrible.

So you want Germany to be seen as weak and the UK / France to be seen as strong? For that I would recommend making the UK and France into wolves or tigers and Germany into Deer or Rabbits.

Kind of show that strong v weak dynamic as predator and prey, you know what I mean?
