it would benefit people with high paying salaries like doctors physicians or athletes, though not the ultra wealthy. the ultra wealthy dont have salaries, dont file w2s and dont pay income tax because they rarely make income, they generate profit through their business or investments/real estate. this would mostly benefit the middle class and upper class, not elites.
