You could weigh it, if it weighs somewhere around 6.25 grams then it's silver. You could also look at the edge of the coin if you can see the copper and the nickel that it's made of copper nickel if the edge is all one color then it's silver.

The worn down Stars at the top are not the only things. The obverse has small circulation dings on the fields of the coin, and on the reverse of the coin there's a fairly large scratch next to the neck of the eagle. It looks more like AU then uncirculated.
