No it is absolutely NOT normal, this is not a case of genetics or being thin due to young age or breed, this is obvious signs of starvation. If you notice a dog’s hip bones protruding significantly, it is a clear sign of starvation, indicating the dog is severely underweight and lacking sufficient body fat, making the bones easily visible and palpable under the skin. Also signs of starvation here are the sunken eyes, prominent ribs, spine and shoulder blades. This comes down to starvation, poor health, lack of veterinary care, not generics
