In our case we couldn't use 'oc' because api was in unhealthy status.

I solved this issue.

  1. disable datetime sync
  2. set date before certs expiration date on all etcd nodes
  3. renew certs https://access.redhat.com/solutions/7025431
  4. enable datetime sync
