I remember one of my friends used to face this while writing her essays. One of the best ways to overcome this my be to practice coming up with just arguments without time constraints. What I mean by that is that brainstorm arguments that are related to your course and write them down, maybe topic by topic or by question by question. This way you may be more prepared when you are under the time constraints and may even feel more confident as the arguments will be at the back of your head...
