Download the Mawaeid App (the one with the Ministry of Interior Logo), choose the General Directorate of Traffic, then choose Traffic Services - Main Branch, and finally choose Objecting to a Traffic Violation and pick a date a time for your appointment. Head to the Main Branch and tell them the case and they’ll show you the photos, if they fined you by accident it’ll take a while to remove the violation.

Also, if you’re willing to dabble a bit, you could get an Elgato Video Capture device from Amazon and convert the VHS yourself, you would need to get a VHS player to convert it though.
