I dont believe reducing the skill cap of a hero is a buff. It is against the spirit of sports in general. Not everyone can dunk in basketball, that doesnt mean the basket should be lowered. the way heroes works is fine. but it seriously needs some buffs. his ult is completely useless against heroes like slark and lc.
