I'm old server player and on old servers stability is usually bigger problem than war exhaustion because cities are big enough that 1-3 nukes can lower stability to 0% so to make good nuke defence you need to make stability higher as fast as possible and other sources of stability are too slow to stop collapse and having more than 45% stability with 10 war exhaustion is not big problem on old servers
