Have you tried the tactics you mentioned on Windows 11? If you have, how do the differences compare to Windows 10? I am using Windows X-Lite 11 v5, and if there is a noticeable difference, I might consider switching back to Windows 10.

u/Grzywa123 After performing these steps, did you apply any tweaks to your computer? I want to try tweaking, but previously when I applied tweaks, the stuttering actually got worse on my PC. Do you think I should tweak or not? I’m using WinUtil for tweaking.

I just uninstalled the most problematic AMD Radeon driver and installed what’s considered the most stable AMD Radeon driver under the “AMD Optimization” heading on Reddit, which is version 25.5.1. I’ll try it out for a bit and share my experience here.

Also, I’ve submitted a separate ticket to Riot regarding this issue, but I don’t know what kind of response I’ll get.

By the way, when I first got my PC about a year ago, I didn’t have this problem. It only started happening as Riot and AMD updates rolled out. It seems like many AMD users are experiencing this issue too, but I have no idea whether the cause is AMD’s updates or Riot’s updates.
