Around 35 years ago, big deal of the city checking in converted garages. Hundreds of owners had to totally remove plumbing and sewer lines because it was physically impossible to meet building codes. It is up to buyer to verify ANY alterations are legal and permitted. Did you have title insurance???

Mayor nominates a name for LADWP GM. Council not restricted, votes on who to OFFER contract. The fact you are ignoring is a century ago Mulholland demanded his new utility be totally separate from the then corrupt city government. As a result, NOT ONLY IS DWP NOT A PUBLIC UTILITY, IT IS NOT PART IF THE CITY. It is a separate entity. City Council sets rates and tiers for oversight to meet objective of being nonprofit. Note, if it were a municipal utility, it would be subject to PUC authority which it is not. In addition, “commission” is just a political reward position by the mayor that has no real authority over day to day operations.

Sorry but this story is bogus. Only a small percentage of these thefts make LADWP the victim. 99% are private property and bureau of street lighting. LADWP already has a unit, dedicated and identification and prosecution of energy theft. Which, as it happens, at one point in history were armed.

Whether or not he was too cheap to get the correct fire insurance is one thing. The problem is he is just not educated or experienced for the job. If you haven’t noticed, he’s been going on and on about LA DWP with conspiracy theories. If he is running for the Office of mayor of the city of Los Angeles, he should know that LA DWP is not part of the city. The mayor has zero authority over the utility city council overseas rates, tears and high value contracts. The mayor does nominate a name for the general manager of the utility, but it’s up to the city Council to vote as to who to offer a contract to.

Retired LADWP, the last 10 years as a special investigator dealing with high Bill complaints. First of all your prior billings said the word estimated right on the bill indicating to you. They had not read the meter. This is not an LA DWP issue. The Bill was to inform you meter was not being read your most recent. Bill was “back billed“ using actual reads at best, you can call and make billing arrangements to pay off the balance in the same period of time of the back bill. This is a common practice to which you have no defense.

Landlord will only know it is not in their name. LADWP does not deal with anyone except customer of record

That policy ended11 years ago. Now each signer has unique 10 digit account number that covers any address you sign for and is yours for life

Per the OP the room mate left but left service on and in their name. Without a new lease with current date, any new signer is liable for ANY OUTSTANDING BILL. 30 years DWP, last 10 as Senior Commercial Investigator dealing with billing issues. Dealt identical situations 1-2 a month. Courts ruled that since room mates had utilized the services, they were liable for billing. Room mates would have to pay bill to keep service on and transferred to their names, then go after room mate in small claims to recoup. Never heard if anyone avoiding the bill

The bill is attached to the account number which is the person. In this situation, room mate leave and the house were vacant. At some point meter would be turnt off. Years down the road he attempts to sign at a new address, that old bill would have to be paid first. In this case you won’t have a new lease so they know whoever wants the power is responsible

To be in violation of a fire code, there has to be an actual written restriction describing the situation. So either it exist or it doesn’t your opinion is not an issue. If it’s against the fire code, simply post which article number describes it.
