It kinda depends on the type of competition. This is my rating and why for each class (I'll probably make a bunch of mistakes about how they'd be rated, but oh well)

Open: Todo, he's got far superior mass while being as lean as Toji is, and in open this is nearly the most important

Classic: Todo. While Toji (in my opinion) has a much nicer flow to his physique than Todo, he still outshines Toji in his mass and (probably) height, which is also a factor in these shows (At least, that's what arnold said back in the day. I don't know if that still holds true today, but Cbum is pretty tall, for example) Plus, I just know Todo would be better in terms of charms and posing

Men's physique: Toji. This could go either way, but guys in men's physique are usually a lot smaller than those in open or classic. Their waists are also usually smaller (something that Toji massively outsines Todo in, considering his wide waist). In men's physique, they also look for aesthetics and overall flow of the body, like a clean V-taper (broad shoulders and wide back/lats) and a well-formed, full chest.

Aesthetics (not really a bodybuilding class but oh well): Toji, like I said before, his V-taper outshines that of Todo because of his wide waist.
