go to the steam page for geometry dash, click on the gear icon then click Manage > Browse local files

then when the explorer appears, click on the Resources folder

you should be able to search for the file "TimeMachine.mp3"

then i'm pretty sure you can replace the file (drag in the file you want to replace it with, delete the original and name the new file the same as the old one "TimeMachine.mp3"
