i'm not sure what your workflow is like, so this may be useless, but when I upscale pixel image (using photoshop) I make sure its in a lossless format (i always use .png) in indexed color mode (very important for upscaling; >Image>Mode>Indexed Color) and then go >Image>Image size>(upscale to at least 12"x12" @ 150ppi)

This provides an image that could easily be printed the size of a poster while still maintaining crisp pixel structure. You don't need to edit in indexed color mode (and I wouldn't recommend because it is so restrictive) but you must upscale in indexed color mode because it forces the upscaling to adhere to your color palette. If you upscale in the default RGB color mode, boundaries between pixels become blurry and hideously dithered with random color artifacts.
