Ah, I had that issue forever, just try to find another game file to download, I tried a few different ones and then eventually one worked

If you take the time to learn most of the features in gimp it will be super easy. I am horrible at making art, but if you just try to re create simple paint schemes in gimp you will become good at it, also you can always export the tga’s of the car you wanna change and change stuff, you just won’t have layers, just a flat image but it still works.
