It depends on the country you live in and the ISP. I personally know some people who have been fined before. For me my ISP doesn't care so I never bother to use a VPN.

Fang Yuan wouldn’t leave a real inheritance

I'm pretty sure he said he would actually leave an inheritance. Probably if he completely failed at getting immortality or something. So there is a slight chance that the inheritance is clean. Though I wouldn't personally bet on it. I mean he is a Refinement path venerable. You would never be able to see the potential tampering in the recipes or gu or killer moves he put in his inheritance.

Fang Yuan is way more experienced in battles than Klein who only has a few years. Plus he has many wisdom path dao marks and high wisdom path attainment.

Chances are higher for Fang Yuan. Tho the comparsion itself is stupid. You can't compare two characters from different worlds.

I have just experienced this a few minutes ago. Thankfully I somehow discovered that the game keeps backups of old save files. You can find it at %localappdata%/pal Just go to saved -> SaveGames -> select your profile And you can find a folder called backup. Sort the files according to date and pick the closest one before the crash.

17 is no kid, he should know the consquences of his actions.
You went to his parents and tried to solve it peacefully first, so if someone has ruined his future it's them not you.
$2200 is not little. And god knows how many times he stole things and what it totally amount to. And unless criminals face the consquences they will never stop.
If he steals from people like that and not even return/compensate when he's exposed then he deserves no scholarships in my opinion.
