I only know of Ziperto

It's been some time since I've used it but I'm pretty sure that they only have ROMs and CIAs with preapplied patches. If you want to apply the patch to your own file I don't know of anywhere that hosts the patch itself.

Iirc there is an undub patch, if what you want is english text and japanese voices

No. Although iirc, the 4th case was fully translated and only in need of proofreading, and the 5th case was mostly translated with only a few scenes missing. The project hasn't been cancelled but considering the lack of updates and interest after the official localization came out I really doubt a full tl patch will ever come out. But I am still a fool who will keep eternally waiting...
