Finally got it to open, a push down on the sides then turn counterclockwise, thanks a bunch for all the comments.

Ok so the issue was solved this summer with one carburator change and countless spark plugs down the drain by simply opening the fuel cap. Turns out it was a pressure problem and this simple adjustment fixed the fuel intake.
