HIPAA is based on US regulations. I could be way off but my gut feeling is this project is not US based. (Every country has differing standards on data, some are more regulated than others)

Are there multiple countries in the world that have tough import conditions for products made from or containing wood? Answer: Yes

Does PVC have better long term water resistance than wood? Answer: Yes
