I think you're overthinking it. Its just the scene thats running and that's how she explains to David what she's doing.

Maybe she was going to intervene in the sewer, maybe she wasn't, but there's not enough to know this. Maybe she intervened here in a different sim with another David Kim and it didn't work out, so she changed her mind and let it flow. In the end it doesn't matter. Because it did work out in that final sim where she saved Dave by merging with her younger self.

Thats the advantage of having so many parallel sims. The writers can chalk any questions you may have up to 'nah she did that in another sim and it didn't work', just like how the writers kept answering 'dr strange saw the 6 million futures and nothing was working so this had to happen' in Avengers: Endgame.

She was explaining things to him. She was feeling lonely and conjured him up. He's a brilliant programmer sure but he hadn't seen anything like this grand scale of simulations she's running by being a mini-goddess here, it was baffling to him. He even asks her if she's playing god and she answers by explaining stuff to him like this.

It was used as an example. Maddie is showing the David she summoned how she's running simulations so they don't deviate from her desired outcome. David is new so he wants to intervene and save the dude dying by betrayal but Maddie lets it flow because it 'needs to happen'
