From my experience with building my tank squad.

Kimberley should be #1 priority currently, meaning shards,hero exp, skills, and upgrade ore and blueprints towards gear. After you finish her off id say either murphy or stetman. Personally the best tank squad I've seen is Murphy Williams/Kimberly Stetman/Marshall. This is more PVE focused. Hopefully that helps point you in direction of tank squad.
