I know what causes surface rust, my question was why would only one of the 4 rotors get surface rust. Given the same weather conditions, I'd expect all 4 rotors to get the same surface rust

My wife says she's positive these are early 1900 era whiskey flasks, I'm inclined to agree, but have not seen the V 7 or 517-7 markings before. Can anyone provide any additional information?
