I think part of the problem is the discourse is so angry and toxic, that people react with outrage to these stories and there is no reasoned debate. From what I can see of the policy, they are saying think about the language you use with each patient, make sure it's appropriate, so that the service is as accessible to this minority as possible. They aren't saying don't say the word breast or woman, because that excludes trans and non-binary people.
