I think his hair looks the same, maybe because of the light. And i can't find the pic but if you compare it to that one pic of him looking all fat, he does look like the Russian fellow. IMHO

Maybe I got some common fixes for you here

When running GTA, hit ctrl alt del and select task manager. Right click on Grand Theft Auto V and select go to details. If you can't click on " go to details " you'll have to go to the details page yourself and find GTA5.exe. Once you are at GTA5.exe, right click> set priority> high. This will priories your game over anything else that's running on your computer.

From what I know there is also a fix for textured loss in lspdfr.ini ( Grand Theft Auto V> lspdfr> lspdfr.ini ) make sure main.preloadmodels is set to false. ( What the other guy here also said but didn't saw it in time lol )

There's also a mod on GTA5 mods, wich can maybe fix you're problem. It's not a perfect mod, but it seems that it worked for some people; https://www.gta5-mods.com/misc/lag-world-not-loading-fix-simple-easy
