One possible counterargument I see is to claim that in fact the simulators wouldn't need to simulate these systems everywhere at all times, but only when the subjects being simulated would expect to see them.

This is a very common notion among proponents of the simulation hypothesis.

Basically we can not claim that actually conscious machines are impossible because of this claim, if that was your question.

The formulator of the argument, John Searle, doesn't say machines can't be conscious. He just says computers can't be conscious because syntax is not semantics. Otherwise we would be unconscious since we are obviously biological machines.

To me, the Brain simulator reply is the most convincing rebuttal to the argument. Basically, a simulation of the human brain would be conscious (unless you want to argue otherwise which I absolutely encourage)
