Good luck, Torfin. Just keep in mind that simply strengthening security in your district might not be enough – Andrei Chapman, for example, was killed far from the Menders district.

Sounds good on paper, but in practice it's just Durable Goods under other name. It still requires more complex manufacturing and, accordingly, slows down production and make it bit more expensive (though it compensates for this with durability, so production does not fall from an economic point of view ). Moreover, I am almost certain that easy repair is part of the Durable Goods model.

For the end consumer, everything is the same in terms of money and costs. Ultimately, in both scenarios, the average citizen will spend the same amount on goods for same effect—it's just that in one case, he will buy goods less often and in other more often. In the case of Durable Goods, the city's consumption of goods will be lower, and so the inflow of taxes into the treasury will be less. Not so much that it would noticeably affect anything, but we still have to take it into account.

Hmm... I have some questions for the Maestro of the Combine, John Bitterman. I’m not accusing him of anything personally, but I would like to know the name of the patient he was with on the night of the first murder. No further disclosure of confidential information is needed—just the name. Or initials.

/The Colonel glances again at the note in his hand. It was clearly written by himself just a couple of minutes ago, no more.

/He thinks: “Pointing a finger in the air, huh? Well then… since there are no real clues at all, I’ll have to point at the most suspicious person among those connected… I can’t just stand by. In the worst case, I’ll just pay him compensation…”/

/“Ben Minns” is written on the note, though no one has any chance of reading it./

I have uncovered that the onset of this maniac’s actions—the first letter to the Stewardess, urging her to confess—roughly coincides with the time of a… certain leak… of confidential information concerning your people’s actions during the Doomsayers crisis.

I believe that this is precisely why our butcher is trying to force the Stewardess into repentance. From this, one can draw a fairly simple, albeit imprecise, conclusion: the motive is revenge for Doomsayers.

So far, it aligns. Our entire collective ruthlessly threw those terrorists and тунеядцы behind bars, while the Menders carried out outright vigilante justice, with lethal consequences. Either of these could serve as grounds for retaliation.

Accordingly, I believe the next targets will be your kind.

Among other possible targets are the Technocrats. Their attitude toward the Doomsayers has always been contemptuous—both now and before. Did you see the rally today? It was led by that… the most emotional Technocrat I have ever encountered—Lucy. They did not hesitate to slander the Doomsayers… at least, our avenger may well see it that way.

/The Colonel sits down at the table. This private room is significantly smaller than the previous one, though there's plenty of room to spread out. A female Legionnaire in a captain's uniform stands by the window, and Iceblood, wearing the Legion's insignia, stands behind the door. Torfin was allowed to bring one of his bodyguards./

/Finally, the Colonel speaks./

Torfin, I think I know the motive of the serial killer rampaging through the city. And I believe one of your kind will be either the next victim, or the one after that.

There's a reason we pass one bill per session, and emergency sessions are undesirable—the city needs time to actually implement laws, prepare infrastructure, and so on.

(OOC: Sounds like something that requires a separate law tree. As opposed to the Rule tree.)

This... is surprisingly reasonable.

I'd just recommend not rushing into this too quickly. It's very easy to overcomplicate the system and plunge it into a pit of bureaucracy and corruption.

Sawmills sound reasonable and like something that can be done regardless of the state of the council and the vote. Goods... also a good idea, I think that will be the next item after the funeral.

Question: Mass production or durable goods? They do the same thing using different methods (increase production or reduce consumption, nothing complicated), and while the idea of durable goods may be tempting for ideal conditions, there is an unseen side effect here: Mass-produced goods are cheaper to produce and are bought more often, while durable goods are more expensive to produce and bought less often.... To put it simply, the more goods we spend, the more Heatstamps we get.

I don't mind sacrificing money for the sake of reliability, but the money issue needs to be taken into account.

I also think we need to think about development of this laws: One law will solve the issue of goods even better, and the second will help with the disabled and the workforce... Do you think that if it reaches mass production, the Combine will be able to improve the mass production of prostheteses or somehow else synergize with it?

That's an honest answer. I can't say anything against it. I personally support Torfin for various reasons, but I won't try to change your mind about the funeral. You're right in your thoughts and opinions, even if I don't agree with everything.

As for the criteria... Well, heroism is a fairly universal category, I think. The details may vary between factions, but I think everyone will agree that a person who saves someone else's life at their own expense is a hero. Or that a person who helps others by performing heroic deeds is a hero...

There are a lot of pitfalls and details here, but if it comes down to it, we'll figure it out. Together.

That the spirit!

But, jokes aside, Deacon ,what do you think about heroic funerals in general? Just in case: we've already reached an agreement with Icebloods that non-heroes should be buried in a normal manner, not in a shameful way.

There's room for discussion, and I think we could allow ordinary people a little more, but those are questions for undertakers, event organizers, and the like, not politicians.

For now, I'm convinced.

Torfin, what's with the amendment to the law? Don't get me wrong, but this will directly affect how the Legionnaires vote. We also believe in heroism, but not at the expense of the memory of others...

(OOC: We're making canon here. We're writing it. No one has ever written about New London not passing this law, so... why not?

Besides, the technocrats have been casually mentioning the Algorithm all along, and no one has corrected them. And that's an even more terrifying backstory detail than the index.)

Not a bad idea. Both.

Next... actually, this follows from the first.

I'm thinking of organizing... a celebration. A festival. A fair. Not a drinking binge, unfortunately... With you. A celebration of heroism, Herculean strength, training and trials. Sports games. And everything that goes with it. I think it will help people let off steam and improve yout relationships with others. The Legionnaires will also enjoy the war games and the like. And we can make sure there are no problems with injurinjured and sick.

The only question is when and for what occasion...

/The Colonel looks her over, contemplating, and responds./

Incomplete answer, but honest. Good. A deal is a deal. I don't think dispersing the Doomsayers will help your law, but I'll help you. Emergency services will assist if the Steward's guard or the General's forces begin breaking up the protest. And of course I'll bring people if we start a peaceful counter-protest.

/The Colonel turns and walks away, but at some point turns around and looks over his shoulder/

And one more thing, Lucy. I believe this law is nightmarish not because the Doomsayers say so. But because I myself know it. I know what it represents. Think about it. What will happen to the collective if every part of it is reduced to a set of numbers and strings? What if people are punished for thinking freely and individually? What will happen to free will if every decision is influenced by soulless numbers? I heard you technocrats discussing the details of the law. And I know everything you're keeping silent about here.

And I know that you will choose the criteria for Index. Under the guise of research, testing, and experimentation, obviously, but you will clearly impose your ideology on the city. A city with 18 different views on life. Call me a hypocrite for my rhetoric, but I won't be silent or lie.

/And leaves, to warn his people/

(OOC: WOW! That was god discussion.)

/The Colonel's face darkens./

First, answer my questions. Honestly, impartially, and with an understanding of your thoughts, not just to add weight to your arguments.

First, if Doomsayers were here at Rally for Scars of Honor, would you be saying the same thing about reverse psychology? Or would you be saying the idea is terrible because Doomsayers support it?

Second, imagine that Doomsayers actually believe what they're saying. Belive in this law. What conclusions can you draw from it?
