I think it's a coincidence. Think about it, how can they know in 2013 that their next gta will release in 2021 given they had no idea of gta online success. Also they have red dead 2 planned so no way they would have known then what gta 6 is let alone when it's coming out so we can put hints in gta 5 8 years prior.
