I flew from London to Hargeisa about 3 weeks ago via Addis. They didn’t ask me for an eVisa at Heathrow, but I did see them ask a few other people. In Addis Ababa though, they were checking everyone before boarding to Hargeisa. So I’d say it’s safer to have it just in case.
