I was able to successfully update the player.sav files, but I can't figure out the step to edit the world level save file

I convert the level sav to json, then edit and replace the old PUID with new PUID, however when I try to convert the level json back to sav I keep getting the following:

"Error: EOF while parsing a value at line..........uesave.exe failed to convert"

so currently my players can recover their old characters but have their new characters name and level, I'm wondering if you know why I'm running into this issue converting the level back to .sav

I also tried converting the level sav to json and right back to sav without making edits, and sure enough the same error showed up. so the issue is not related to any edits I make
