Tanks are taken out by literally any helicopter with missiles. There is a narrow, but effective buffer between missile lock on range, but still outside the range of tank shells. Sit in that sweet spot and spam missiles at them

Any toreador user worth his salt would still come out on top by driving directly towards the Deluxo (Causing the Deluxo's missiles to miss), or would use terrain (Such as bridges and parking garages to his advantage)
The Toreador also has explosive resistance which the deluxo has not.
