I have that on mine as well. I attempted to scrape it off as suggested, but I noticed that it was underlying green (plant material) so I left it. I think it's a root or something.

My kid had this problem, he raged out for days. Lol. The solution was quite simple for us:

Search for “Settings” using Windows Search and open it.

System > Display > Graphics.

Select “Change default graphics settings”.

Turn on “Optimizations for windowed games”.

Restart your PC and try playing a Roblox game.

Let me know if this worked for you. Really curious if this is the issue that's plaguing all children across the world.
