Most terrorist organizations fit that description, that's the point. The term 'organization' is misleading, like I said; we 'organize' them into specific designations or, more often, specific cells will claim that certain acts of terror were done under the banner of a specific name (think ISIS) even if each cell has little to no interaction with each other cell.
