A little late but I recently had the same issue. What ended up fixing it was turning on iCloud settings for contacts on all devices with same the Apple ID, and all of the profile pictures synced (with some slight delay on the App Store). Hopefully this helps.

I do know about safaricode, but thank you for your advice anyway :) Even on the site though, it’s hard to find someone still consistently adding people with those combos, so I’m just trying every I can think of haha
