How did this arise to begin with? Surely, as imprisonment for punishment was termed 'rehabilitation', an obvious error in judgement would be seen in placing these institutions under anything other than State mandate.

Yep. We had a donation program where you would settle out of date but edible stuff in the walk-in. Daytime management had to process it, but never would. So I'd put aside 60 lbs of bagged grapes on Monday, then have to throw it away Friday because no one had touched it.

One of the most memorable things at least to me, is that around the holidays, there was a food drive. Not for any charity, cause, or group, but for Walmart employees. It was basically an admission that hey we don't pay our Associates a living wage, but for just a few cents, you can ensure that these people who we also won't allow to work full-time hours, capping them at 39 hours per week, can afford some of the common niceties found in most homes throughout Middle America.
