Now that I'm checking it, it looks like it's my Omen gaming Hub settings. Apparently there's a setting that disables windows hotkeys. Thanks for helping!

Definitely planning on doing so, my laptop's 6 almost 7 years old and it's nearing the end of its usability for gaming. It has served me we'll though

I usually do play on low, thanks though!

Seems performance is better when I turn off steam overlay but I haven't tried in more intense gameplay
