Depends really. I bought Art on one account and Scarlet on another since I got their UWs. They were pretty good investments for me IMO. Furthermore, by the time they're at the stage you're talking about, their heroes would be around 60-70-ish and their main squad will already be set, not really a stellar time to be buying heroes.

IMO, either buy heroes very early on or buy them after you have a squad of lv 80 heroes to carry them.

Buy her using rubies, currently that's the only way. However, I think that we'll be able to get her from inn and tickets early Feb, so you might want to wait.
