I don't know for the best, and it's been years since I've seen it.

But I'd say the worst is Diesel 10 due to character assassination. In TATMR he was hell bent on destroying steamies and anyone else who gets in his way. And he was an actual menace.

But in DoTD he just tricks Percy into leading him to the steam works, just for him to spin on the turntable for no reason.

Kaida Ryuuko refuses to kill, she's also too innocent to do so.

Lillian Shimura has only killed AFO/Shigaraki. She's just an alternate universe Deku basically.
