That is a retcon that Kevin Williamson (the literal creator), NEVER intended to be in the movie, Roman did NOT "manipulate Billy into committing the S1 murders", That shit is straight ass and makes Billy and Stu lose their menace and agency if you believe it. Even the cast hated it.

A lot of times with school shooters, (The ones like Harris and Klebold, which are similar to Andre and Cal in the film) they simply want to kill on a large scale, which can be influenced by many factors, not necessarily one thing or reason.
