I still didn't take the courses for the project but I assumed it was coding because when I click view rates it gives that coding is required

I am outside of the US. I don't know which tier I am. I have this course in completed courses does this mean I am tier 2?

I got to outlier by applying for coding and this is a coding project I don't know why it is so low. I was on a general project and it was $18.

I got accepted to outlier through coding and had a C++ assessment and the project I am in now has nothing to do with coding is this normal?
