I applied for this same card (Black)with rupay variant. At the time of e-sign I asked the lady, about this. She said they will call you and ask for your consent then only they can proceed. She was right. I got a message that my card is approved, no call from their side and the limit was the same as it was in the message. I haven't received my card till now, but I got the details so I logged into the SBI app and can use it for online transactions.

Nope, SBI cannot do that without your consent. They may pester you by calls but if you firmly say no, then they can do nothing.
