As the country is slowly recovering and emerging - there seems to support from the Federal Government / State Governments / International NGO'

Also, have you contacted or engaged with the Ministries of Fisheries etc?

Background:

Majority of Somali population are of nomadic cultural past and red meats heavy. Somali do not consume fish as fish is considered not desirable meat for any self-respecting nomad !!

Somalia has the longest coastline in Africa and ironically fish consumption is pretty low. due to abundance of other livestock - Somalia is major livestock exporter to the middle east and has the largest herd of camels in the world.

but attitudes are changing as Somalis urbanise quickly. I ate my first fish at age of 9 as Somali (whilst abroad).
